Bank of England Governor Andrew Bailey said on Tuesday he did not expect the central bank would move to cap how much money banks and other financial firms pay to shareholders as part of planned changes to leverage rules.
"We operate in a capitalist system," Bailey said. "So I think it would be inappropriate for us to, in any sense, cap returns to shareholders," Bailey told reporters. "We did it during Covid. That was an absolute emergency."
