CAA launches consultation on Heathrow interim price control
The UK Civil Aviation Authority has today published a consultation on interim price control arrangements for Heathrow Airport Limited (HAL) to come into effect from 1 January 2027.
These interim or holding arrangements are designed to inform the consultation that Heathrow is required to undertake in the summer of 2026 on the appropriate level of airport charges for 2027.
The proposed interim arrangements would ensure that consumers remain protected while the arrangements for the H8 price control are finalised, with final decisions due in April 2027.
Today's consultation proposes that the 2027 holding price cap should be £28.398, which is based on the mid-point of the range for airport charges in the CAA's H8 Initial Proposals, which were published in March 2026.
The final decisions on the H8 price will take account of the level of the interim arrangements and ensure that the overall level of airport charges for the five-year period of the H8 price control (which will run from 2027 to 2031) is consistent with the approach and assumptions made in the final decision document.
This consultation is open for four weeks until 5pm on 28 July 2026. After the consultation closes, the regulator will consider all responses from stakeholders and make a decision on the Heathrow holding price cap arrangements for 2027 as soon as practicable.
